Incentive for Arizonans to pop out a bunch of kids for us to pay for

Having kids is a great thing, if done for the right reasons, however,
I am seeing a new trend of people having kids so they can get free
handouts, and then not even properly caring for their kids. People
with children and low incomes undoubtedly need finanial assistance,
but people are being offered so many "incentives" that the
rest of us aren't when they have children. For example, when I was a
child, anyone who fit under the income limitations was eligible for
AHCCCS (government health insurance), and now you must have a child to
be eligible. I had to miss a semester of school because I had to
claim my parents' income because I could be considered a dependent,
even though I was not a dependent in any way. I was 18 years old,
moved out, and my parents lived over 200 miles away, and were not
paying a dime for my cost of living or my schooling, and I was not
PELL Grant eligible because I was under 24 years of age and had no
children. If I would've had a kid, however, my tuition would have
been paid. Cash assistance is another one you used to be able to
receive if you fit under the income limitations. Not anymore, now you
must have children for this program as well.

The economy is so bad here, my boyfriend has been diligently seeking
work for almost 2 years now, and it has been a huge struggle. We have
barely survived this economy, and I see so many people not work and
have children just to get free handouts. Where's the assistance for
the rest of us that are trying to go to school and be successful
members of society? You all know the saying, "Like father, like
son." If these are the values people are teaching our future
generation,... "Oh, we just had you so we could get our
degrees," or "You can get the government to pay for
everything without even working or looking for work" ,
well, no wonder there are more and more lazy bastards that don't want
to work! I realize that sometimes poeple need help to afford the cost
of living for themselves and their children, and I'm all for helping
people, but kicking everyone else off the programs and letting only
people with children receive all these benefits is just asking people
to create low-life offspring that mooch off the governemnt their whole
lives. If you have children and now need to use the programs, good
for you, but if you had children so that you could abuse the system,
then shame on you. Help people out, but don't hand them everything
for doing something they shouldn't (at that point in their lives,
financially) be doing. This is my take on it anyway. What are your
thoughts/opinions?

Not sure how I ran into this...but most of this information is quite simply, incorrect.

Details please. I believe you, instinctively, but specifics are always nice
especially when I agree with them!
